HANGZHOU, FUYANG – December 17, 2025 – Hangzhou Fuyang Economic and Technological Development Zone today announced a strategic partnership to establish a RMB 300 millions specialized investment fund dedicated to the siRNA sector. The agreement brings together the Zone’s administrative committee, asset manager Shinewell, and Sirnaomics Ltd. (02257.HK), a pioneer often described as the sector’s first listed company.

The fund will be domiciled in Fuyang, Hangzhou, with Shinewill serving as the investment manager. It is designed to support the full spectrum of the small nucleic acid value chain. A key focus will be advancing core pipeline programs of Sirnaomics, while also funding innovation across siRNA applications, novel drugs in oncology and central nervous system (CNS) disorders, and next-generation nucleic acid technology platforms.

Structured around a"government-guided, market-driven"model, the initiative will see the Hangzhou Fuyang Economic and Technological Development Zone provide streamlined services and tailored policy incentives. Sirnaomics will leverage its industry standing to help attract and integrate promising ventures into the local ecosystem.

By channeling capital into both upstream and downstream segments, the fund aims to speed up technology commercialization, encourage company clustering, and catalyze the growth of a concentrated siRNA industry hub in Fuyang, Hangzhou. The collaboration supports Hangzhou Fuyang’s broader ambition to become a recognized global center for innovation in this cutting-edge field.

Final terms and operational details will be formalized in a subsequent investment agreement.
